The Towny plugin allows players to claim plots (chunks, 16x16 blocks) and protect them from stealing and griefing.
This setting will determine how players join a town and become a resident.
This will determine how players travel to the town.
The mayor can give to their town's residents one or more roles. Each role has different permissions and added commands compared to other residents.
There is also the trusted rank: trusted players have build/destroy/switch permissions on all town claims, but no added commands. The town's mayor can use /t trust add {player name} to any players of their choice, both residents and outsiders. To remove a player from the list, they type /t trust remove {player name}.
Each town has its town bank.
Every 24 real-life hours, town tax is automatically collected from the personal balance of each resident (except VIP and ‘staff’ ranks). The mayor can set the tax to a specific amount of in-game money, or a percentage of each resident's personal balance. It's possible to set the tax to 0$.
The town itself has to pay upkeep. This is automatically collected from the town bank every 24 real-life hours, at the same time as town tax. Each claimed plot requires 10$/day of upkeep, and upkeep costs decrease based on the number of current residents.
Residents who can't pay town tax (tax is higher than their current balance) are automatically kicked from the town.
Towns that can't pay upkeep (upkeep is higher than their town bank balance) are bankrupt. This has several implications:
Bankrupt towns can solve this by paying the debt they gained, which is shown with the command /town.
If the town belongs to a nation, a nation tax is also automatically collected from the town bank and is transferred to the nation bank (see Nations for more details).
The following commands are more for quality of life and information.

A nation is a group of towns.
A town mayor can create a nation: this makes them the nation leader and their town becomes the nation capital. They can invite other towns to join their nation, which grants some perks:
However, the nation itself has its upkeep costs. Towns automatically pay the nation tax which goes to the nation bank, and will be used to pay nation upkeep costs.
If a nation can't pay its upkeep costs, it will automatically disband.
